He was born into the British household of Mr. and Mrs. Horne. He is British by birth and by ancestry. He was baptized in the Protestant faith and attended a local parish of the Church of England while growing up.

In 2020, during the coronavirus lockdown in the UK, Horne alongside his colleagues Tim Key and Mark Watson, created the YouTube series No More Jockeys. The series was based on the earlier BBC web series No More Women. Alongside John Robins, Horne hosts the YouTube channel Bad Golf.
