Monica Elizabeth Crowley was born in Fort Huachuca, Arizona, on September 19, 1968. She is the daughter of James Francis Crowley and his wife, though her mother’s name is not widely known. Crowley has a sister named Jocelyn Crowley, a professor of public policy at Rutgers University.

Crowley grew up in Warren Township, New Jersey, and graduated from Watchung Hills Regional High School in 1986. She holds a BA in political science from Colgate University and a Ph.D. in international relations from Columbia University, which she obtained in 2000. Monica Crowley began her career in the mid-1990s, writing a regular column for the New York Post.
